If Google are now aware of this kind of use of adwords, then your research can only be applauded for bringing a potential problem to googles attention early. Perhaps google should team up with Websense and use their Malware identification system to check any links in adwords for malware or malicious code.

Seriously though, the ad content was probably banned for fear of copycats who would use your findings maliciously.
